한국 공예가 협회 차 영순 섬유분과 위원장은 2008년 공예가협회 섬유분과사업으로 시행한 해외 연수 프로그램인 ‘13th OIDIFA(Organisation international de la dentelle et du fuseau aiguille) 29, JUNE - 10, JULY, 2008 Groningen Netherlands`에 관한 주요 내용을 중심으로 2009년 2월 3일 'The World of Lace Art' 라는 주제로 스웨덴 대사관저에서 주한 외국인 50여명을 대상으로 Seminar를 하였다. 세미나에 관한 상세 내용을 정리하여 보고하면 다음과 같다.
